Marc Hardy was the project manager for the Socio-Economic Baseline Study conducted on behalf of the Lesotho Highlands Development Agency for the proposed Polihali Dam (Phase 3 of the Lesotho Highlands Water Scheme). This required undertaking a comprehensive survey of 11,000 households in the catchment and downstream areas of the proposed dam, including the development of the Social Baseline and Income and Expenditure Reports. These outputs provided the necessary information to proceed with the subsequent resettlement planning processes for households physically displaced by the project.
